Bring butter, sugar and water to a simmer over medium heat for 2 minutes. Add almonds and turn up to high heat. Boiling and stirring constantly until puffs of smoke come off. Candy should look like a toffee color. Pour into a 9x13 ungreased pan. Spread to corners. Let cool and then spread melted Hershey chocolate bar (Use a double broiler to melt) on top of toffee. Sprinkle almonds on top. *Use a candy pan to make candy.
